TRACK 1
SEARCH & RESCUE, SCENARIO BASED
Put your skills to the test in two dynamic SAR scenarios focused on aerial search patterns, ground team coordination, and airspace deconfliction with the on-scene air boss. Participants will also compete in a timed item search course, earning points for each find. Top scorer wins a prize at the evening social

EMERGENCY & DISASTER MANAGMENT
Engage in realistic disaster response scenarios focused on aerial mapping, reconnaissance, and damage assessment. Learn to manage incident airspace and coordinate with the Air Operations Branch to ensure safe, compliant UAS integration. Includes hands-on data collection and processing exercises tailored for disaster environments.
TRACK 3
USING FPRN FOR RTK DRONE OPERATIONS
Learn best practices for leveraging the Florida Permanent Reference Network (FPRN) to enhance RTK drone accuracy and reliability. This session covers setup, signal integrity, and operational considerations to ensure consistent geospatial performance in public safety missions.
TRACK 4
TRAINING FOR ESTABLISHED UAS TEAMS
Explore proven strategies to keep your UAS team sharp, safe, and mission-ready. This session offers engaging training topics, skill-building drills, and lesson plan ideas tailored for program managers and lead pilots. From training philosophy to maintenance routines, learn how to sustain team proficiency, elevate safety, and reinforce operational excellence.
TRACK 5
ADVANCED UAS OPERATIONS
This comprehensive session covers key operational domains for public safety UAS teams. Learn how to navigate NAS airspace and secure Special Government Interest (SGI) waivers for rapid authorization. Dive into Remote ID technology—how it works, what it transmits, and how to interpret incoming signals using available equipment. Finally, explore exterior UAS support strategies for SWAT search warrant service, focusing on aerial overwatch and perimeter coordination.

UAS MANAGEMENT FOR PUBLIC SAFETY
Designed for program managers and agency leads, this session explores the foundational elements of building, scaling, and sustaining a compliant and effective public safety UAS program. Topics include policy development, pilot oversight, training cycles, documentation, and interagency coordination—equipping leaders to manage risk, ensure readiness, and maintain operational excellence.

GENERAL INFORMATION
What is FLOCON?
The forth annual Florida Government Drone Operations Conference (FLOCON) has been created to train Florida public safety and government remote pilots and UAS team members on the use of Florida-compliant drones and related technology for a wide range of public safety, emergency, and other government operations.
What do I do when I arrive?
All attendees, crew, and other visitors to FLOCON 2026 are required to visit the registration desk in the main welcome center upon arriving at the event to receive their conference badge and wristband. Anyone without the proper conference credentials will be asked to visit the registration desk and check-in or promptly vacate the event.
Will there be food?
FLOCON attendees will receive a breakfast and lunch for each day of the event, along with daily beverage service consisting of coffee, tea, soft drinks, and water served in the “canteen” area in the main building.
What should I wear?
Weather-dependent attire and protection Agency/organizational Hat, sunglasses, and appropriate sun protection Refillable water bottle Florida compliant drone (if you wish to fly) Business cards or QR code with your contact information for networking.
Are there training presentations?
Each day FLOCON will feature training presentations from invited speakers in the main room, as well as in breakout rooms at the facility. Please check the schedule on the website or DRONERESPONDERS APP to determine subjects, times, and locations.
