
PURPOSE
The DRONERESPONDERS State Ambassador Program (DSAP) creates a trusted network of designated state ambassadors who help bridge communication between DRONERESPONDERS and public safety agencies. The program emphasizes coordination, resource navigation, training awareness, and professional representation rather than operational control, legal interpretation, or regulatory authority.

The purpose of DSAP is to establish a network of designated individuals and, where appropriate, organized groups who serve as liaisons between DRONERESPONDERS and public safety stakeholders within a specific U.S. state or territory. Through this network, public safety agencies can more easily access DRONERESPONDERS guidance, educational opportunities, subject-matter expertise, and community connections needed to build, sustain, and advance safe and effective UAS operations.
OBJECTIVES & SCOPE
The objectives of DSAP are to expand awareness, improve access, and strengthen statewide collaboration around public safety drone operations.

Increase statewide awareness of DRONERESPONDERS services, guidance, training, webinars, and community resources that support public safety UAS operations.

Provide a clear and trusted point of contact for agencies seeking assistance with program development, operational considerations, training, policy questions, and emerging best practices.

Strengthen information-sharing and collaboration across agencies, disciplines, and regions within each state.

Identify state-specific needs, gaps, and opportunities and relay them to DRONERESPONDERS to inform future engagement and resource development.

Support standardized, safe, and responsible UAS use in public safety through education and referral to authoritative guidance, including federal agencies such as the FAA and DHS.

DSAP supports statewide public safety UAS stakeholders, including law enforcement, fire service, EMS, emergency management, search and rescue, public works, National Guard units where applicable, and other government partners involved in incident response and community safety. The program is a coordination and resource-connection initiative and does not replace agency authority, operational control, legal counsel, procurement decisions, or regulatory compliance responsibilities.

The communications strategy for DSAP should consistently frame the program as a statewide leadership and connection initiative that helps agencies access trusted public safety UAS support. Messaging should emphasize service, credibility, collaboration, safety, and practical value to local and state agencies.

ROLE OF ABASSADORS
A DSAP State Ambassador is an individual or organized group designated to represent DRONERESPONDERS at the state level, facilitate two-way communication, and help connect public safety agencies to relevant resources. Ambassadors serve as a conduit, coordinator, and community builder; they do not speak on behalf of DRONERESPONDERS on policy matters unless expressly authorized.

Core Responsibilities

Serve as the primary conduit between DRONERESPONDERS and state public safety agencies, associations, and stakeholder groups.

Conduct regular outreach to share DRONERESPONDERS updates, opportunities, and resources with statewide public safety audiences.

Help agencies locate and use DRONERESPONDERS materials, including guidance documents, webinars, case studies, best practices, and training pathways, and connect agencies with subject-matter experts when appropriate.

Lead in providing assistance and, where appropriate, training support to public safety agencies in their state in alignment with DRONERESPONDERS resources and mission.

Encourage cross-agency coordination, mutual aid discussions, and information sharing related to public safety UAS operations.

Collect and relay state-specific needs, lessons learned, and emerging issues to DRONERESPONDERS leadership or designated program contacts.

Promote and, when feasible, assist with state and regional training events, workshops, conferences, trade shows, exercises, and community meetings aligned with the DRONERESPONDERS mission.

Lead and attend events and conferences on behalf of DRONERESPONDERS in their respective states when requested or approved.

Model safe, ethical, and professional UAS practices and avoid endorsement of products or vendors in the name of DRONERESPONDERS.
