Chief Charles L. Werner, EFO (Ret., Emeritus)

Director of DRONERESPONDERS, leading national efforts to modernize public safety aviation through policy, training, and operational best practices.

DRONERESPONDERS advances public safety drone operations by supporting law enforcement, fire service, and emergency response agencies with trusted guidance, education, and standards development. Our work helps agencies safely deploy public safety UAS and public safety UAV programs, including police drone and police UAV operations, law enforcement drones, and time‑critical missions such as search and rescue drone and SAR drone response. We actively support scalable DFR (Drone as First Responder) models while emphasizing operational governance, safety, and regulatory awareness. DRONERESPONDERS also promotes professional training pathways that support qualified pilots seeking a drone pilot license, helping public safety agencies operate responsibly and effectively within the national airspace.
