
DRONERESPONDERS NIST Standard Test Methods.
Background.
The National Institute of Standards and Technology (NIST), through its Engineering Laboratory and Intelligent Systems Division, is advancing the measurement standards and testing infrastructure needed to support public safety responders operating robotic systems in complex, high-risk environments. This effort focuses on developing and maintaining a comprehensive suite of ASTM International Standard Test Methods for Response Robots, including more than 50 test methods for ground, aerial, and maritime unmanned systems used in emergency response missions. These standardized methods are widely adopted by fire service, law enforcement, search and rescue, and disaster response agencies to evaluate operational capabilities, improve responder effectiveness, and ensure safe deployment in real-world conditions.

DRONERESPONDERS has been a key partner in the development, validation, and nationwide adoption of these NIST test methods, working closely with public safety agencies to ensure the standards reflect real-world operational needs. Through training, guidance, and implementation resources, DRONERESPONDERS supports organizations in integrating these proven benchmarks into their drone programs, helping agencies establish measurable, repeatable, and mission-focused performance standards. Additionally, DRONERESPONDERS hosts NIST Proctor Courses across the country, providing hands-on instruction for public safety professionals seeking to bring standardized testing capabilities into their organizations. A NIST Proctor Course trains participants to properly set up, administer, and evaluate NIST sUAS test methods, ensuring consistent, defensible, and repeatable performance assessments of both pilots and platforms.

These test methods are specifically designed to support public safety missions by providing measurable benchmarks across essential operational tasks while facilitating communication between responders and technology developers. They encourage innovation by guiding manufacturers toward capabilities that directly support lifesaving work and provide agencies with reliable data to inform procurement and deployment decisions. At the same time, they play a critical role in training and proficiency development, enabling responders to practice and maintain perishable UAS skills, track performance over time, and compare results across teams, regions, and national programs.
The suite of sUAS-focused test methods, including those for vertical takeoff and landing (VTOL) systems commonly used in public safety, can be conducted in controlled environments such as indoor or outdoor netted aviaries, allowing safe and repeatable evaluations without impacting the national airspace. By combining standardized testing with structured training pathways, DRONERESPONDERS and NIST are helping public safety agencies build more capable, data-driven, and mission-ready drone programs.

All DRONERESPONDERS instruction is grounded in our core principle of public safety by public safety, with courses delivered by practitioners who bring real-world operational experience from law enforcement, fire service, emergency management, and search and rescue. To meet increasing demand for standardized NIST testing and evaluation, we are seeking qualified instructors who can teach NIST Proctor Courses, mentor agencies in implementing test methods, and help build consistent, measurable training programs that elevate public safety UAS operations nationwide.
