Co-hosted by the DHS's National Urban Security Technology Laboratory (NUSTL) and the Office for State and Local Law Enforcement (OSLLE), this webinar will prepare SAAs and SLTT first responders for the anticipated $250M Phase II FEMA C-UAS Grant Program (Q1 FY27).


Presenters will share operational lessons learned from the 2026 FIFA World Cup, review ASL-approved C-UAS technologies (including RF, radar, optical, acoustic, and sensor-fusion systems), and guide agencies on building defensible operational requirements prior to Notice of Funding Opportunity (NOFO) release.


Attendees will also receive an overview of the SAFER SKIES Act implementation details, learn about available NUSTL technical assistance and advisory resources, and be introduced to the new HSIN C-UAS Resource Hub as the central DHS repository for non-public training, guidance, and assessment materials.



Speakers Include


AS Mike Fullerton

Assistant Secretary, DHS / OSLLE

Assistant Secretary Fullerton brings deep institutional knowledge and proven leadership to the role, having previously served as the Executive Director at OSLLE from its creation in 2007 through 2009. Additionally, he has over 25 years of experience working with Congress and the private sector, with a focus on the public safety market. At DHS, Assistant Secretary Fullerton serves as the Secretary’s chief advisor on matters relating to SLTTC law enforcement’s role in protecting communities and safeguarding the homeland.


SA Mike Torphy

Assistant Secretary, Unmanned Aviation Section, FBI Critical Incident Response Group

Mr. Torphy has served over 21 years in the Federal Bureau of Investigation and currently oversees its UAS and Counter-UAS operational programs, among other initiatives. Prior to reporting to Redstone Arsenal in late 2021 to lead this new unit, he directed manned and unmanned aviation operations in the Los Angeles field office. In previous roles, he managed enterprise technology projects and led the FBI’s aviation security program in Washington, DC. Earlier in his career, he conducted national security and violent crime investigations in the New York and Portland field offices.


Blaise Linn

Engineer, DHS / S&T / NUSTL

Mr. Blaise Linn is an Engineer at DHS S&T’s NUSTL where he supports the Test and Evaluation Division in planning and executing assessments of technology for the nation’s first responders and the homeland security community. Blaise also supports NUSTL’s C-UAS program, serving as a project manager on C-UAS research and development activities as well as leading instrumentation efforts for C-UAS test and evaluation. He has been working in the C-UAS space since 2017.


Bhargav Patel

Senior Technologist, DHS / S&T / NUSTL

Mr. Bhargav Patel is a senior technologist at DHS S&T’s NUSTL with over 18 years of experience in homeland security, defense, and emerging technologies. He has led teams in the development, testing, and deployment of solutions in robotics, threat detection sensors, and artificial intelligence driven tools, for national security applications. At NUSTL, Bhargav collaborates with federal, state, and local agencies to integrate advanced technologies for first responders and public safety, including UAS and C-UAS solutions.


Jared Oren

Test and Evaluation Division Director, DHS / S&T / NUSTL

Mr. Jared Oren is a supervisory engineer at DHS S&T’s NUSTL and oversees the Lab’s Test and Evaluation Division that supports state and local first responders and DHS Components. Jared brings 22 years of experience leading organizations and individuals to accomplish a variety of engineering missions worldwide—from rapid research, development, and operational assessment to combat engineering and construction. He started his federal service in 2004 as a Platoon Leader in the U.S. Army where he was responsible for the training, deployment preparation, and operations of 28 personnel in Iraq and Germany.


Mary Rupert

C-UAS Technical Manager (Ctr), DHS / S&T / NUSTL

Ms. Mary Rupert is a C-UAS Technical Manager with LMI supporting DHS S&T’s NUSTL, bringing more than two decades of experience in homeland security, public safety, and transportation security. Having served with the DHS Program Executive Office for UAS and C-UAS and in leadership roles at the Federal Air Marshal Service (FAMS), she has led interagency efforts to address emerging drone threats and safeguard critical infrastructure, major events, and the traveling public.
